Terms of Service



Chapter 1 (General Provisions)


Article 1 (Purpose)

The purpose of the RISS International Terms of Service is to define the terms, conditions and operation policies that are applied in providing RISS International services run by the Korea Education and Research Information Service (KERIS).


Article 2 (Definition of Terms)

The definitions of terms used in this Terms of Service shall be as follows:


  1. The term "user" refers to anyone who signs up as a member of RISS International with KERIS;
  2. The term "user ID" refers to the combination of letters and numbers designated by KERIS upon receiving user’s signing up as a member of RISS International;
  3. The term "password" refers to the combination of letters and numbers set by users for privacy
  4. The term "terminal unit" refers to personal computers and networks set up by users to access to RISS International;
  5. The term "service use" refers to user access to RISS International with a terminal unit; and
  6. The term "signing up as a member" refers to user consent to the RISS International Terms of Service in using RISS International services;
Article 3 (Effectiveness and Change)

The effectiveness and change of the Terms of Service shall be as follows:

  1. The Terms of Service is effective upon being posted to the RISS International website;
  2. KERIS can make amendments to the existing Terms of Service when it is reasonably required. In such case, KERIS shall post the amendments on the "News & Events" section of RISS International without unreasonable delay; and
  3. If the user does not agree with the amendments, he or she may stop using RISS International services and close the account.
Article 4 (Additional Regulations)

In case of matters not defined in the RISS International Terms of Service but stipulated in applicable laws, then RISS International Terms of Service shall comply with the laws. Otherwise, KERIS shall comply with general practices.



Chapter 2 (Use Agreement)


Article 5 (Use Agreement Establishment)
  • (1) Use agreement is established by the consent of KERIS through the application of individuals seeking to use RISS International services.
  • (2) Those who want to use RISS International services should apply online using the appropriate form designated by KERIS.
  • (3) Use agreement shall be concluded by issuance of one user ID per one member. When it is deemed necessary, one member may be issued with two or more user IDs.
  • (4) Use agreement of special services such as mass use is processed in a separate use agreement.

Article 6 (Reservation of Acceptance of Use Agreement)
  • (1) KERIS may reserve the consent of the use agreement if it falls under any of the following:
    1. If there is no facility available in RISS International;
    2. If any technological problems occur upon acceptance of the use agreement; or
    3. If KERIS deems it necessary for efficient operation of RISS International.
  • (2) KERIS may refuse application of use agreement that falls under any of the following categories:
    1. When the name of another person is used in the application form; or
    2. When the content of the application form is false.

Article 7 (Amendment of Use Agreement)

If the user wishes to change the following items, he / she may do so by using the service functions of RISS International:

  1. Name, identity or e-mail address;
  2. Password;
  3. User application information for requesting materials or organization member service authorization settings;
  4. Personal information such as a phone number, address, etc.; or
  5. Additional items that KERIS may recognize as valid.


Chapter 3 (Use of Services)

Article 8 (Use Agreement Formation)

The service hours are 24 hours a day, 7 days a week (00: 00-24: 00), unless there are unexpected issues with service operation or technological problems. Additionally, there may be a day or time set by KERIS for periodic service checks, maintenance, etc.


Article 9 (User ID)
  • (1) The user is responsible for the use of his / her ID and password.
  • (2) The user can not share, transfer or change his / her ID except for transparent and acceptable reasons.
  • (3) The user is responsible for any negligence in RISS International with the use or misuse of his / her user ID by a third party.

Article 10 (Limitation of Service Use and Termination of Use Agreement)
  • (1) When the user wants to terminate the service use agreement, he / she must submit a termination request online to KERIS.
  • (2) KERIS may terminate the use agreement or suspend all or part of the services without prior notice if the user falls under any of the following categories:
    1. When the user attempted to use the ID of another person;
    2. If the user interferes with the stable operation of RISS International by transmitting a large amount of information;
    3. If the user sends an e-mail or advertising information against a recipient's will;
    4. If the user distributes computer virus programs that cause malfunction of information and communication facilities or destruction of data / information;
    5. If the user is subject to restriction by the Korea Communications Standards Commission;
    6. When the Korean Election Commission judges that the user deemed involved in an illegal election campaign;
    7. If the user utilizes the information obtained from RISS International services for commercial use without consent of KERIS; or
    8. If the user does not log in to RISS International services for a certain period of time or agrees again on collection or use of the personal information for the service management.
  • (3) Pursuant to the provision of Paragraph 2, the specific criteria such as user restriction, and the type / period of the restriction shall be determined separately on the guidelines or Privacy Policy of RISS International.
  • (4) The information of the user who has cancelled his / her user ID in RISS International will be destroyed without unreasonable delay, except when it is necessary to preserve such in compliance with applicable laws and regulations.
  • (5) The cancelled user ID cannot be reused.

Article 11 (Suspension and Restriction of Service Delivery)
  • (1) KERIS may suspend RISS International services for any of the following reasons:
    1. When data recovery or construction of service facility is in process; or
    2. When a telecommunications carrier regulated by the Telecommunications Business Act ceases the services
  • (2) KERIS may suspend or limit the provision of RISS International services when there is a disruption in the use of the service due to national emergency, service facility failure, excessive use of service, etc.

Article 12 (Obligations of KERIS)
  • (1) KERIS will maintain the facilities of RISS International in stable manner. In the case of the facility or technical errors, KERIS will repair or restore items in a timely manner.
  • (2) KERIS will notify on RISS International service web page of any changes or additions made.

Article 13 (Protection of Personal Information)
  • (1) KERIS shall protect the user's personal information collected for the use agreement and generated during the use of the services in compliance with applicable laws such as the Personal Information Protection Act, the Promotion of Utilization of Information Networks and the Information Protection Act.
  • (2) Duties for protecting personal information and handling user complaints / inquiries are as follows.

  • (3) KERIS does not provide personal information to third parties without the user’s consent unless if it falls under any of the following categories:
    1. When there is a written request from national investigation agencies pursuant to ongoing investigations;
    2. If there is a special regulation such as the Use and Protection of Credit Information Act and any applicable laws related to telecommunications; or
    3. When there is a need for statistical analysis or academic / market research in an unidentifiable personal information form.
  • (4) The user can view his / her personal information at any time, and correct errors accordingly. The viewing and editing of personal information is processed in the same way as the application for use. Further guidelines are shown in the subscription guideline.
  • (5) By canceling the use agreement, the user may withdraw, at any time, consent to the collection and use of personal information, separate / additional consent for the use of personal information other than the originally agreed purpose, and separate consent for the provision of personal information to a third party. Regarding the termination of use agreement, please refer to Article 10 of the Terms of Service.

Article 14 (Obligations of User)
  • (1) The user should not engage in any of the following when using RISS International services:
    1. Misuse of another user’s ID;
    2. Copying, publishing, broadcasting, or providing to a third party the information obtained during the use of RISS International services for purposes other than the individual use without consent of KERIS;
    3. Defaming other users or third parties by libel or slander;
    4. Disseminating information, sentences, figures, etc. to other people against public order or in a way that violates public ethics;
    5. Any act deemed to be associated with anti-national, anti-social or criminal conduct;
    6. Acts that infringe on copyrights or other rights of other users or third parties; or
    7. Acts that violate other related laws.
  • (2) The user must comply with the matters stipulated in the RISS International Terms of Service and the guidelines.
  • (3) The terminal installed by the user shall comply with the technical standards of the telecommunication facilities and shall not interfere with RISS International services.

Article 15 (Publication of Advertisement)

KERIS may place advertisements on RISS International service pages, e-mails, etc. in connection with the operation of the services.



Chapter 4 (Service Use Fee)


Article 16 (Charge)
  • (1)The RISS International service fee is free for basic use. However, those who wish to use paid materials retrieved through RISS International must pay based on the publisher’s fee policy.
  • (2) In case a fee policy is to inevitably be changed in pursuant to KERIS policy, it will be posted on the RISS International service page.


Chapter 5 Copyright


Article 17 (Rights to published data)

The rights to the published data posted on RISS International service are as follows:

  1. The rights and responsibilities of the published data posted on the RISS International service are reserved by the publisher, and KERIS cannot use the published data for commercial purposes without the consent of the publisher; and
  2. Without the prior consent of the publisher, the user cannot use the materials posted on the service for commercial purposes, such as data processing or selling.


Chapter 6 (Prohibition of Objection and Compensation)


Article 18 (Prohibition of Appeal)

You may not file any objection or complaint for any problems arising from the free use of RISS International services.


Article 19 (Prohibition of Damage Claim)

KERIS and related organizations to RISS International shall not be liable for any damages arising from the free use of services.



The RISS International Terms of Service shall take effect on March 14, 2019.
